AGAINST THE CHILD’S BEST INTEREST – THE MINISTRY OF EDUCATION OF SERBIA ALTERS POLICY ON CHILD SEXUAL ASSAULT PREVENTION AND PROTECTION – AND OTHER NEWS

                              

This is to announce that the Incest Trauma Center – Belgrade is witnessing a radical change in the policy of Ministry of Education of Serbia concerning the protection of children against sexual violence and its prevention, which is not in favour, but rather contrary to the child’s best interest. On 18th November 2016, the professional and general public observed the current Minister of Education of Serbia guaranteeing and acknowledging with his signature on the  Certificates of Appreciation, which were presented to the 24 authors of Educational packages for learning about the topic of sexual abuse (total of 764 p. for kindergartens, primary and secondary schools), the quality of the Educational packages and their contribution to the protection of children against sexual abuse and its prevention. The result of years’ long concerted efforts by the Ministry of Education of Serbia, the Parliament of Serbia (Women’s Parliamentary Network, The Committee for Human and Minority Rights and Gender Equality and the Committee for Children’s Rights), the institution of the Republic Ombudsman’s Office and the Incest Trauma Center – Belgrade was marked at that moment. Five months later, during a regular and successive joint promotion of the Educational packages for kindergartens, primary and secondary schools by the Ministry of Education and the Incest Trauma Center - Belgrade in the cities of Serbia and after the sending out the Special manual of instructions for use of the Educational packages for all the educational institutions in Serbia that had engaged in the process of implementation of their contents in teaching about the topic of sexual abuse – this Ministry altered their policy. In this regard, the Incest Trauma Center – Belgrade express their gratitude for the numerous letters of support and other statements and comments by all those who have raised their voices against the withdrawal from practical use of this important work tool, which leaves the children even more vulnerable before sexual abusers.

 

The Incest Trauma Centre – Belgrade calls for the Parliament of the Republic of Serbia and the Government of the Republic of Serbia to conduct supervision over this decision of the Ministry of Education of Serbia and to urgently encourage the consistent implementation of the Educational Packages addressing the topic of sexual violence – as it was already confirmed by the Special manual of instructions as of 1st September 2017. By doing so, the Republic of Serbia will –following the abolishment of the Statute of Limitations on sex offences against children in April 2013, as a result of a joint Initiative of the Incest Trauma Centre – Belgrade and the Parliament of Serbia – continue to be a model of the best systemic solutions in the field of sexual abuse in Europe.

 

At the same time, we hereby inform the public that the Incest Trauma Centre – Belgrade will temporarily discontinue investing material means in the sphere of education until the Ministry of Education of Serbia has reassumed the policy of due diligence in the child sexual assault prevention and protection, a consistent implementation of the UN Convention on the Rights of the Child, the Lanzarote Convention, the Anti-Discrimination Law and the Law on Gender Equality of the Republic Serbia.Our focused investment has been recorded over the past eight-year period, since 2009.
