The Incest Trauma Center – Belgrade calls to the attention of the professional and general public on the occasion of the announcement issued by the Ministry of education, Science and Technological Development of the Republic of Serbia on the tendency towards revising the Educational Packages addressing the topic of sexual violence against children intended for kindergartens, primary and secondary schools (hereinafter: Educational Packages). The Incest Trauma Centre – Belgrade, in the capacity of copyright owner of the entire content of Educational Packages and official publisher of Educational Packages, reminds the public that it is not possible to revise their contents, or use them in a revised form, without committing copyright infringement. The Educational Packages are the property of the Incest Trauma Centre – Belgrade.

 

Educational Packages serve the purpose of preventing child sexual abuse, by teaching them, in accordance with their age, about the body, sexuality, good and bad touches, good and bad secrets, how to recognize and defend themselves from sexual violence, how to identify an adult person they can trust and confide in them that they are exposed to sexual violence. Educational Packages provide knowledge for teachers, parents and other adults who provide daily care to the child on the topic of sexual abuseand how to be reliable and consistent allies to children and youth in accepting and respecting their own diversity and the diversity of others. Educational Packages were conceived so as to provide answers to a number of questions that children and young people asked directly in the course of educational activities. Before their publication, 62% of the entire contents was piloted in kindergartens, primary and secondary schools.

 

In the course of the 23 years of operation, the Incest Trauma Centre – Belgrade has learned from child and women survivors of sexual abuse that trauma would have been prevented in a considerable number of cases had the above mentioned knowledge been present. We believe that we must not wait until sexual abusehappens, or a child dies, which has also been the case in our country, as a consequence of sexual violence. The Incest Trauma Center – Belgrade expressed their share of responsibility for the prevention of sexual violence –among other things–in the 9 years long process of public advocacy before this Ministry and through the production ofEducational Packages.We thank the educational institutions that have already informed us that they have joined this process by completing preparations and /or beginning the implementation ofEducational Packages.

 

We hereby remind the professional and general public that the Educational Packages were prepared in direct co-operation with the Ministry of Education, Science and Technological Development of the Republic of Serbia in the period March-November 2016, which can be verified in a detailed written documentation. The entire contents were written by: 3 representatives of that Ministry, 18 teachers, 7 experts active outside the sphere of education with years-long experience in the sphere of violence against children and women. The content of Educational Packages was presented to the public jointly by the Ministry of Education, Science and Technological Development of the Republic of Serbia and the Incest Trauma Center – Belgrade on 18th November 2016 (on European Day against Sexual Violence against Children) and officially submitted for use to this Ministry. The content is fully compliant with the UN Convention on the Right of the Child, the Lanzarote Convention and other relevant international and national regulations, which was also confirmed by the opinion of the Department for Children’s Rights of the Ombudsman’s Office of the Republic of Serbia. The Parliament of the Republic of Serbia (representatives of the Committee for Human and Minority Rights and Gender Equality, the Children’s Rights Committeeand the Women’s Parliamentary Network) also issued their opinion on the importance of the Educational Packages.

 

The Educational Packages are the result of a five-year cooperation of the Ministry of Education, Science and Technological Development  of the Republic of Serbia  (Prevention Violence Unit /Group for the Protection against Violence and Discrimination) and the Incest Trauma Centre – Belgrade, of which you can be reminded in detail through video materials and statements by the officials of the Ministry and recorded. The Educational Packages were made out based on two documents: the joint realization of the FirstNational Study on the Social Problem of Child Sexual Abuse in the Republic of Serbia and joint writing up of the first Strategy in Education for the Prevention of Child Sexual Abuse in the Republic of Serbia.  Following the completion of Educational Packages and the publishing and delivering the Instructions for use in educational institutions and their implementation by this Ministry as of the second semester of the school year  2017/2018, 21st February 2017, the Founding Day of the National Network of Schools and Kindergartens against Sexual Violence was marked as a common event. The First NationalStudy and the Educational Packages are the property of the Incest Trauma Centre – Belgrade, and the Ministry of Education, Science and technological Development of the Republic of Serbia expressed its full compliance with them with their logotype and participation in their promotion.
